The Last Refuge is a secure safe house. In the time before the fall it was a church but now it is a farm, a trading post, a bar, and a hotel. The refuge is just that - a refuge - there are no gang wars here. There are only two ways to get kicked out of the refuge: one is cheating at cards; the other is not being able to pay for your services.
